– Quel est le sort aujourd’hui des Palestiniens de 48 ?

Historiquement, les Palestiniens « indigènes » ont toujours représenté une menace pour Israël. Ils se sont battus pour leur droit de rester dans leurs maisons et sur leurs terres, et ont survécu au régime colonial israélien et à toutes les pratiques associées depuis l’occupation des terres palestiniennes en 1948. Actuellement, les Palestiniens en Palestine Historique sont soumis à une menace croissante, surtout parce que leur opposition au gouvernement israélien et à ses pratiques s’est fortement accrue au cours des 10 dernières années, après les Accords d’Oslo et le déclenchement de la 2ème Intifada. Le gouvernement israélien reconnaît que la menace imposée par cette « minorité arabe » sur sa sphère politique et que la croissance démographique peuvent aller à l’encontre de son plan de faire venir de plus en plus de juifs en « terre promise », ainsi que des travailleurs étrangers afin- selon les institutions israéliennes » d’atteindre un équilibre démographique et de contrebalancer la menace que représentent les Palestiniens. En même temps, les Palestiniens sont soumis à des lois discriminatoires, ainsi que des projets de nouvelles lois qui les ciblent spécifiquement,, mais aussi aux actes violents des colons juifs qui tentent continuellement d’occuper de nouveaux quartiers arabes dans les villes palestiniennes. Cet ensemble de facteurs met en péril l’existence de la population palestinienne dans les territoires de 1948. La Palestine Historique est une partie indivisible de tous les territoires palestiniens occupés et les Palestiniens qui y habitent sont une partie indivisible du peuple palestinien. La cause palestinienne ne peut être fragmentée, même si les institutions israéliennes imposent cette séparation par le biais de la division du territoire et de l’isolement des populations. La judaïsation de la terre, les colonies, le Mur de l’Apartheid, les massacres et les assassinats, les réfugiés, l’appauvrissement de la nation et la suppression de tous ses moyens de vie, ainsi que la modification de la réalité historique en Palestine font partie de l’ensemble des pratiques coloniales dont souffrent les Palestiniens partout dans le Monde. Le destin des Palestiniens dans la Palestine de 1948 est lié au destin de la cause palestinienne. C’est la cause de tous les territoires occupés par des régimes coloniaux. Nous devons choisir notre destin : ne pas être une minorité au sein d’un Etat qui occupe notre terre et nos droits, une minorité qui demande des droits de base et l’égalité avec les autres « citoyens », mais nous devons être une nation libre sur toute la terre de Palestine comprenant tous les territoires palestiniens. Cependant, et dans le cadre de ce qui se passe actuellement dans l’arène palestinienne, nous allons, sans aucun doute, faire face à un grand nombre de surprises qui pourraient signifier l’abandon de d’un grand nombre de nos droits. C’est le moment pour la population de relever la tête et de refuser de vendre sa liberté pour un peu d’argent et quelques parcelles de terre dispersées.

– Comment la population juive d’Israel perçoit-elle les Palestiniens de 48?

téléchargement (10)Les Israéliens voient les Palestiniens de la même manière partout ; les Palestiniens en Palestine historique représentent une menace pour la population israélienne (juive, ndlt) à tous les niveaux. Les Israéliens ont une vision raciste et discriminatoire des Palestiniens et les considèrent comme des citoyens de 3ème zone. De tels comportements sont rapidement mis à jour lors d’actes de résistance de la part des Palestiniens ou de la mise en œuvre d’activités dénonçant l’occupation et appelant au respect par l’institution israélienne du droit humanitaire et international. Certaines relations personnelles entre individus appartenant aux 2 populations ne peuvent pas donner une image réaliste de l’ensemble.

– Les dirigeants sionistes considèrent aujourd’hui les palestiniens de 48 comme une « menace stratégique ». Pensez-vous que si la révolution gagne le coeur d’Israel, il en sera fini l’Etat d’Israel?

Les Palestiniens dans la Palestine de 1948 sont considérés comme une menace stratégique et démographique. D’importantes personnalités israéliennes en appellent à l’épuration ethnique et d’autres au « transfert » vers la Cisjordanie.

Il y a effectivement de nombreuses luttes de pouvoir au sein de l’Etat israélien et entre ses différents secteurs. Cependant il est trop difficile de juger de ce qui pourrait arriver dans de telles circonstances alarmantes et qu,i de plus, évoluent rapidement. Mais il y a toujours le choix de poursuivre la résistance et de continuer à exister, quelles que soient les conditions imposées et les défis auxquels doivent faire face les Palestiniens. Nous avons vu ça à Gaza et nous devons nous accrocher.

Si nous renonçons un peu, il sera facile de renoncer à beaucoup plus !!!!

– Peut-on parler d’une intensification de la mobilisation des Palestiniens de 48?

La mobilisation des Palestiniens en Palestine historique a toujours existé, mais elle est devenue plus évidente et visible au cours des 10-15 dernières années. L’augmentation de la conscience politique et de l’éducation politique et historique au sein de la communauté, et de la jeunesse en particulier, ainsi que la percée des organisations de la société civile, des responsables politiques, des comités publiques et des mouvements sociaux ont totalement modifié le regard porté sur les Palestiniens de la Palestine de 1948, que beaucoup ont longtemps considéré comme une simple « minorité » au sein de l’institution israélienne, plutôt que comme les propriétaires indigènes de leurs terres.

C’est en raison de l’intensification de la mobilisation que beaucoup de responsables politiques en Palestine de 1948 sont ciblés, que des ONGs sont fermées, qu’il y a des appels à mener des enquêtes sur des personnalités politiques et que des étudiants palestiniens sont emprisonnés.

– Quel est le rôle de votre structure Ittijah?

Ittijah est un collectif d’associations arabes, qui a été officiellement créé en 1997, comme un groupe rassemblant la société civile palestinienne à l’intérieur de la ligne verte. Ittijah fait partie de la société civile et du peuple palestinien, ainsi que du mouvement de la société civile dans le monde arabe. Il est membre de la société civile internationale.

Ittijah s’est fixé comme objectif la protection des organisations, la mise en réseau, la coordination et la promotion des organisations non-gouvernementales localement et pour l’ensemble du secteur de la société civile palestinienne. Il est actif dans les secteurs de la formation, de l’habilitation des organisations et des institutions, de la sensibilisation et de la gestion des campagnes locales et internationales pour protéger les organisations arabes et améliorer la prise de conscience au sujet de la situation des Palestiniens à l’intérieur de la ligne verte comme partie prenante de la cause palestinienne. Ittijah partage les préoccupations et cherche à intégrer l’action de la société civile, des partis politiques et des munucipalités dans l’objectif de permettre la protection et de consolider la présence des Palestiniens sur leurs terres.

Disposant d’un statut particulier de consultant auprès de l’ONU, Ittijah est membre fondateur du Forum Civil Euro-Med et du Secrétariat International du Forum Social Mondial. Il a joué un rôle pro-éminent dans un grand nombre de forum arabes et internationaux, notamment la Conférence Mondiale contre le Racisme en 2001, et pour l’organisation de la Conférence sur les relations interarabes entre les organismes de la société civile au Caire en 2002. Ittijah encourage le travail de « la commission sur la coordination des activités de la société civile palestinienne en Palestine et dans la diaspora. Et il participe concrètement aux activités de plusieurs organismes de coordination locaux, dont la présidence du « comité sur la Défense des libertés » contre les poursuites engagées par Israël contre les personnalités politiques et il est membre du « comité contre le service civil ». Les deux comités émanent du Haut Comité de Suivi de la Communauté Arabe.

Ittijah mène différents types d’activités et de projets pour atteindre ses objectifs. Il organise des formations sur « la mobilisation des ressources », « la formation des formateurs, et « la bonne gouvernance ». Il organise aussi le forum des présidents et des directeurs des organisations arabes, comme un organisme de coordination étendu pour les responsables de ce travail associatif. Ce forum permet de discuter des questions de base et des points-clefs et permet la coordination du travail entre les organisations. Ittijah publie également un bulletin trimestriel appelé « qadaya Jam’iyeh » comme plateforme de tout le travail associatif au niveau palestinien, arabe et international. Il dispose d’un site internet qui représente une source de base interactive pour la société civile et tous ceux qui sont intéressés sur le plan local et international. Le site offre des informations détaillées sur les organisations arabes, fait la promotion et documente leurs activités et projets, et leur fournit l’information nécessaire pour faciliter leurs activités et leur travail en réseau.

En 2006, Ittijah a publié une “Charte Ethique” qui a été le résultat d’un travail collectif par les organisations membres. La charte explique les valeurs auxquelles les organisations membres doivent adhérer, ainsi que le rôle et l’identité d’Ittijah. Elle souligne la vision des relations entre les organisations membres et envers les partis politiques, les médias locaux, et les organismes représentatifs. Cette charte aborde également le statut des femmes, la solidarité sociale, la bataille pour les droits, la position sur les conditions de financement, la transparence et la responsabilité professionnelle. Ittijah est le seul établissement représentatif à l’intérieur de la ligne verte disposant d’une telle charte.

Ittijah est ouvert à toute organisation arabe qui est déclaré officiellement comme association depuis au moins 2 ans. Si cette association traite d’une question publique, elle ne doit avoir aucun lien structurel avec un organisme gouvernemental ou municipal. Chaque association membre de Ittijah doit souscrire à la Charte de Ittijah.

Ittijah comprend des organisations arabes actives dans plusieurs secteurs, tels que les droits humains et collectifs, le développement et l’organisation de la société, l’habilitation, l’éducation, la santé, la petite enfance, le travail des femmes, la jeunesse, le développement et la formation institutionnels, les arts et la culture, les centres de recherche, et le travail humanitaire. Les associations membres sont dispersées dans tout le pays : la Galilée, le Triangle, le Naqab et sur la Côté.

En 2006, Ittijah a acheté une ancienne maison palestinienne dans le quartier Wadi al-Nisnas à Haïfa, le sauvant de la judaïsation. Ittijah souhaite créer une maison des associations. Cela comprendrait un centre pour le travail associatif, la formation, l’accompagnement et le soutien pour les initiatives civiles, les bureaux de Ittijah, et un centre pour les activités de la communauté. Ittijah prépare une campagne de collecte de fonds pour rénover et équiper ce bâtiment afin de mener à bien cet important projet.

– Les organisations des Palestiniens de 48 travaillent-elles avec les autres composantes du peuple palestinien?

Les organisations qui oeuvrent en Palestine de 1948 sont en contact direct avec les Palestiniens où qu’ils se trouvent : Cisjordanie et Gaza, Jerusalem, dans le Monde arabe, en Europe, aux USA, en Amérique Latine, etc…

Ittijah en particulier, en raison du fait qu’il est le Collectif des Associations Arabes, joue un rôle moteur dans la coordination et la communication à tous les niveaux, avec les organisations représentatives, les comités, les syndicats, les institutions et les individus, dans l’espoir de se faire le porte-parole collectif des structures associatives palestiniennes et de constituer une stratégie d’actions unifiée.

Nous avons organisé plusieurs évènements et conférences et nous publions constamment des articles, des pétitions, des appels en lien avec d’autres composantes palestiniennes afin d’apparaître au Monde comme une seule cause et une seule nation.

– Today what is the fate of Palestinians in 48 territories?

Historically, the ‘indiginous’Palestinians have always been a threat to the ‘Israeli’ institution. They have fought for their right to stay in their homes and on their lands and have survived the Israeli colonial regime and all related practices since the occupation of the Palestinian lands in the year 1948.

At this moment, Palestinians in Historic Palestine are under an increase threat especially that their positions against the Israeli government and its practices have enormously escalated during the last 10 years, notibaly after the Oslo Accords and the outburst of the 2nd Intifada.

The Israeli government recognizes the threat that this ‘Arab minority’ imposes daily on its political sphere and its demographic growth that could overlap with its plan to bring more and more jews to the ‘promised land’ in addition to foreign workers who could –according to the Israeli institution- find a demographic balance and outgo the threat that Palestinians could cause.

Meanwhile, discriminatory practices within the legal system, changes in laws and drafting of ones that would specifically target Palestinians in addition to the brutal practices of Jewish settlers and their continuous attempts to occupy further Arab neighbourhoods and quarters in Palestinian cities. These are all factors that challenge the existence of the Palestinian population in the 1948 lands.

Palestinians in Historic Palestine are a non divisable part of the whole occupied Palestinian land and population, the Palestinian case cannot be fragmented even though the Israeli institution imposes a fragmentation through the division of lands and isolation of population.

Judaization of land, settlements, Appartheid wall, killings and assassinations, refugees, impovering a nation and cutting all means of living in addition to changing the historic truth of Palestine are all means of colonialism that Palestinians everywhere suffer from.

The fate of Palestinians in Palestine 48 is linked to the fate of the Palestinian case ; it is the case of all occupied lands under colonial regimes. We will need to choose our fate : not to be a minority within an institution that occupied our lands and rights and ask for basic rights and equality with other ‘citizens’ but to be a free nation on Palestinian lands including all Palestinian territories.

However, and within the framework of the current ongoings on the Palestinian arena, there is no doubt that we will face a number of surprises which could mean giving away a lot of our rights. It is time for the population to take lead and resent selling its freedom for a few pennies and scattered peaces of land.

– How the jewish population from Israël considers Palestinians from 48 territories ?

Israelis view Palestinians in the same manner everywhere ; Palestinians in Historic Palestine represent a threat to the existence of Israeli population on all levels ! Israelis lead a discriminatory and racist approach towards Palestinians and consider them as ‘third degree citizens’ ; Such facts are clearly uncovered when any act of resistence by Palestinians takes place or an activity resenting occupation and calling for obligations of the Israeli institution under International and humanitarian law. Relations amongst individuals from both populations cannot be a reflection of the big picture.

– Zionist politicians state that Palestinians from 48 territories are a strategic threat. Do you think that if the Palestinian Revolution reaches the heart of Israël, it will be the end for this State ?

Palestinians in Palestine 48 are considered as a strategic threat and a demographic one as well. Important Israeli figures call for their ‘ethnic cleansing’ and others call for their‘transfer’ into the West Bank.

There is definitely a lot of power struggle within the Israeli Institution and amongst its different sectors. However, it is too hard to judge what could happen under such alarming and changing conditions but there is always the choice to keep on resisting and existing no matter what conditions are imposed and what challenges face the Palestinians. We already saw this in Gaza and we have to be tangled to it.

If we give up a bit, we can easily give up a lot more.

– Could we tell that the mobilisation of Palestinians in 48 territories is developping ?

Mobilization of Palestinians in Historic Palestine has always been there, but it has become more visible and noticed in the past 10-15 years. The increase in the political awareness and historical political education amongst the community and its youth in particular and the reaching out of the voice of civil society organizations, political leaders, public committees and social movements have totally changed the view of Palestinians in Palestine 48 which many have considered a mere ‘minority’ within the Israeli institution rather than the indiginous owners of their lands.

It is for the ‘intensification’ of mobilization that many leaders in Palestine 48 were targeted, NGOs were shut down, calls for investigations of political figures and imprisonemnet of Palestinian students have been taking place.

-What is the role of your organisation Ittijah ?

Ittijah, Union of Arab Community-Based Organizations, was officially established in 1997 as an umbrella group for the Palestinian civil society within the Green Line. It is part of the civil society and the Palestinian people and of the regional Arab civil society movement. It is also an integral part of the international civil society.

Ittijah focuses on protection of the establishments, networking, coordination, and promotion of the non-governmental organizations at home and of the entire Palestinian civil society sector. It is active in the areas of training, institutional and organizational empowerment, advocacy, and the management of local and international campaigns to protect Arab organizations and increase international awareness about the situation of the Palestinians within the Green Line being part of the Palestinian cause. Ittijah shares the concerns and seeks to integrate the roles of the civil society, the political parties, and the municipalities to achieve protection and consolidate the presence in the homeland.

Enjoying a special UN consultative status, Ittijah is a founding member of the Euro-Med Civil Forum and of the International Secretariat of the World Social Forum. It played a pre-eminent role in a number of Arab and international forums, notably the Durban World Conference against Racism in 2001, and in the organization of the conference on Arab interaction among the civil society establishments in Cairo in 2002. Ittijah fosters the work of the « commission on the coordination of Palestinian civil work in the homeland and diaspora, » and it effectively participates in the activities of various local coordination bodies, such as the chairmanship of « the committee on the Defense of freedoms » against Israeli political pursuits and the membership of the « committee against civil service. » The two committees emanated from the Higher Follow-Up Committee of the Arab Community.

Ittijah carries out various activities and projects to achieve its objective of institutionally empowering and connecting Arab organizations. It organizes courses on « mobilization of resources », « trainers training », and « good administration ». It also organizes the « forum of the presidents and directors of Arab organizations » as an expanded coordination body for the leaders of civil work. The forum discusses basic and key issues and coordinates work among the organizations. Ittijah also publishes a quarterly called « Qadaya Jam’iyeh » as a platform for Palestinian, Arab, and international civil society work. It is activating its internet site, which constitutes a basic interactive source for the civil society and all those concerned on the local and international levels. The site offers detailed news about the Arab organizations, promotes and documents their activities and plans, and provides them with the necessary information to facilitate their activities and networking.

Late in 2006, Ittijah issued the « Ethics Charter », which was the result of collective work by the member organizations. The charter explains the values to which the member organizations are committed and the identity and role of Ittijah. It outlines the vision on relations among the organizations and the relationship with the political parties, the local media, and the representative and societal bodies. It also discusses the status of women, social solidarity, struggle for rights, the position on funding conditions, transparency, and professional responsibility. Ittijah is the only representative establishment within the Green Line that has a charter of ethics.

Membership of Ittijah is open for every Arab organization if it has been officially registered as an organization for at least two years and if it deals with a public issue, has no structural relationship with any governmental body or municipality, and approves Ittijah’s Constitution and Ethics Charter.

Ittijah includes Arab organizations active in various fields, such as human and collective rights, society development and organization, empowerment, education, health, early childhood, women work, youths, institutional training and development, arts and culture, research centers, and charity work. Member organizations are spread throughout the country: Galilee, Triangle, Negev, and the Coast.

In 2006 Ittijah owned an ancient Palestinian building in Wadi al-Nisnas suburb in Haifa, saving it from Judization. Ittijah seeks to turn the building into « the home of the associations. » It will include a center for civil work, training, guidance, and support for civil initiatives; Ittijah offices; and a center for community activities. Ittijah is preparing a project to renovate and equip the building through a fund-raising campaign to accomplish this important societal project.

– Are the palestinian organisations from 48 territories working with the other components of palestinian nation ?

Organizations in Palestine 48 are in direct contact with Palestinians everywhere : in the West Bank and Gaza, Jerusalem, in the Arab world, Europe, USA , Latin America, etc..

Ittijah, in specific, in its capacity as the Union of Arab Community Based Associations plays a leading role in coordination and communication on all levels with representative organizations, committees, unions, institutions and individuals in an attempt to mobilize the collective voice of the Palestinian civil structure to build a unified strategy for actions.

We have organized several events and conferences and continuously draft and submit joint papers, petitions, calls and urgent appeals together with other palestinian compositions to reach out for the world as one case and one nation.
